Introduction
Many health care organizations (and national systems) are
poorly organized for containing rising health care costs. Some of the factors
involved are:
- Limited information about the flows of services and costs
- Few Incentives for the economic management of the health
care unit
- Referral systems create duplication of services and
extend the length of time before the client is given care.
- Few administrators are professional managers.
- Attempts to decentralize without proper training or
monitoring
- Decentralize to organizational units without a matching
of funds with "NEEDS" lead to large disparities in
economic status between organizational units.
