The best way to motivate a staff member to use the information system, is to train his supervisor to use the information system...therefore... start at the top. 

Introduction

Administrators have become more aware of the need of information for policy formulation, implementation and monitoring. Without sufficient and quality data, without effective and proper use of data, and without the properly trained personnel, this measurability and comparability cannot be implemented.

Today in all areas of health care application and management the attention is on the measurability and comparability of results. We believe that an organization should made informed decisions based on informed cost-benefit analysis. No cost-benefit analysis may be performed until data is collected. No management can be done unless there is a way to measure, monitor, and evaluate how well the organization or project is performing. 

The Health Care System is the most complex of all systems. It cannot be managed without a high level integrated information  system. 

An integrated Information systems includes all activities having to do with the systematic flow of information within an organization and is the process by which managers assure that resources are obtained and used effectively and efficiently in the accomplishment of the organization's objectives. The purpose of a management information system is to encourage managers to take actions that are in the best interests of the organization.
