Introduction

Commitment can only be obtained by the assignment of roles and the responsibility that goes with these roles.  Unless people know their roles and have the skills to perform these roles, you will not get commitments. 

One of the most important determinants in a projects success is the support it gets from higher level administrators.  

This is even more important when Donors drive the project. Local politicians too often may have their own addenda and have no interest in the project. Since the project's staff get their direction from these administrators, the project may be doomed before it starts.
