There are many shareholders. Patient care is a joint effort of many people, including not only medical personal, but also non-medical support personnel....the most important being the individual patient. However, is seems that from reading the literature (in regards to accepting a Information System), the physician is the principle stakeholder. Much is made of the fact that it is hard to get the healthcare professional to "buy into" information systems. That it takes too much time for them to enter the data, or that they have to enter too much data, or that is not the way they do things. The best quote is the one that "Computer systems will not be used until there is a one-to-one input time by the physicians between paper and the computer...[or something like that]....and as I sit in the back office...yelling...but what about my time!

It is estimated that the lack of corporation by the "Private Healthcare Industry" costs the taxpayer billions of dollars a year and more than a few lives.

Physicians also say that information systems (Computers in this case) are too obtrusively and it interferes with their face to face meeting with their clients.

Our analysis has shown that physicians are rated higher when they use computers in their patient encounter. Patients say that the healthcare professional has more information and there is not time wasted asking repeatedly the same questions...

Now think about this...if the information that the physician collects is used for data analysis to improve the overall health of the population and the procedures that he is required to follow are evident based medicine that lead to more cost effective medicine...Is it really important that it takes him a little longer to enter the data, or that it is not what "he is use to doing?" Think about the other shareholders that his processes do benefit. Since Healthcare is one of the largest industries in any country, how can we not consider the other players?

More importantly, there is no other business that does not evaluate in some way the individuals in that business on a regular routine...Physicians are education, spend a certain amount of time in training and then sent out to practice....in a profession that requires more information and data processing (mentally or physically) than any other business...yet for all practical purposes...he is never evaluated....Think about it...do you think that the main reason that physicians fear or do not buy into a HIM system is that they are afraid they are going to be "evaluated"? I rather think that physicians do not buy into the HIS is because he "DOES" know the benefits of the system...they are not stupid!

Assessment

  • Evaluate effectiveness, accessibility, and quality of personal and population-based health services;

  • Monitor health status <individual, community/population> to identify community health problems;

Policy development and implementation

  • Develop policies and plans that support individual and community health efforts

  • Inform, educate, and empower people about health issues

  • Mobilize community partnerships to identify and solve health problems

Assurance

  • Enforce laws and regulations that protect health and ensure safety

  • Assure a competent public health and personal health care workforce.

  • Link people to needed personal health services and assure the provision of health care when otherwise unavailable
